Published in July 1917 I Appeal Unto Caesar recorded information about 817 conscientious objectors who refused to appear before a tribunal or refused the Home Office Scheme on grounds of principle. These were the - absolutists.

The figures did not represent the total of such men but referred to cases about which full details were available at the time.
