Conscientious Objectors who applied for exemption from a Tribunal could be told they would only be exempted if they took on "Work of National Importance" (WNI). What work of National Importance entailed was rarely made clear. In the case of Stephen Collins, illness made it impossible for him to take on heavy work - which included most jobs a Tribunal would suggest for a CO! Stephen was referred to the Pelham Committee which had been set up to review cases of COs doing WNI. After suffering through unsuitable heavy work for the latter half of 1916, Stephen was transferred by the Pelham committee to lighter work with Maw Son and Sons, makers of surgical instruments.
